Building a casita in Glendale: the rules, fees and the math
Glendale is covered by Arizona's 2024 casita law, so an attached and a detached unit are allowed by right on a single-family lot with no owner-occupancy or extra parking requirement. Below is how Glendale wrote that into its own code, read from the city's ordinance on October 7, 2026, and what the resale market here does to the decision.
The rules in Glendale
| Ordinance / code | Ordinance O24-51 (ZTA24-03), Unified Development Code Section 35.3.204; further amendments (ZTA25-01 and ZTA25-02) were before the Planning Commission in late 2025 |
|---|---|
| Adopted | December 10, 2024 |
| Units allowed | One attached and one detached per single-family lot; one attached and two detached on an acre or more with an affordable unit. Not allowed on duplex or multifamily lots. |
| Maximum size | Up to the square footage of the existing home, but never more than 1,000 sq ft. This is more generous than the state's 75% formula for smaller homes. |
| Larger lots | No size increase. Lots of an acre or more: one attached and two detached if one is a recorded affordable unit. |
| Setbacks | Rear and side at least 5 ft; front per the district. |
| Height | The district's maximum height, with the district's lot coverage and frontage rules. |
| Parking | No additional parking or in-lieu fee. The unit may not have its own driveway or parking area separate from the house. |
| Renting it out | The 2024 ordinance text says that if either unit is offered for rent, the owner must live in the house or the unit. That requirement conflicts with the state statute, which bars owner-occupancy rules, and the city has had amendments to its owner-occupancy and rental language in process since 2025. Before you plan on renting both units in Glendale, we confirm the rule currently being enforced with the city. |
| Permit process | Zoning clearance letter plus a building permit. A separate city water meter requires a new tap and a right-of-way permit pulled by a licensed contractor. |
Glendale requires separate utility meters including a separate city water meter with a new tap to the main. The unit gets no separate address; it uses the house address with a Unit 1 / Unit 2 suffix. A kitchenette is the minimum. Factory-built units must sit on an approved foundation.

Fees in Glendale
- Permit and plan review. The city's own estimate for a 1,000-sq-ft detached unit valued at $120,750: building plan review $1,053, planning review $144, building permit $1,404, right-of-way permit $444, meter set $127, with an all-in estimate of about $13,034 detached or $12,184 attached including utility fees (handout revised March 2025).
- Impact fees. The only Valley schedule we found with an ADU line: attached or detached ADU pays 25% of the single-family fee, $775.25 in total (fire $212.50, library $88.75, parks $298.50, police $175.50, streets $0), against $7,371 for a single-family home (schedule effective September 8, 2025, revised June 24, 2026).
- Utility connection and capacity. East Glendale: water and wastewater impact fees are charged only as the difference if the unit forces a meter upsize (3/4-inch to 1-inch: $11,898 less $7,125, or $4,773); the full 3/4-inch fee is $3,330 water plus $3,795 wastewater. West Glendale utility development fees are $0.
In June 2026 the state capped the development (impact) fees a city may charge an ADU for services other than water and sewer at the lesser of 25% of the single-family fee or the unit's proportionate share, and limited water and sewer fees to the unit's added demand (HB 2946, signed June 5, 2026). Most cities had not yet re-published schedules when we read them; Glendale's 25% ADU line is the first we found. Expect ADU impact fees to fall toward that cap. Governor's announcement.
What the state law guarantees here
Whatever the local code says, in Glendale these points come from A.R.S. § 9-461.18 and the city cannot be stricter:
- At least one attached and one detached ADU on any lot with a single-family home, as a permitted use (no public hearing, no variance)
- A unit up to 75% of the main home's gross floor area or 1,000 sq ft, whichever is smaller (cities may allow larger)
- A third, detached unit on lots of one acre or more if one unit is deed-restricted affordable
- Separate long-term rental of either the house or the ADU (leases of 90 days or more, or month to month)
The math in Glendale
Redfin's median sale price in Glendale is $238 per square foot. A new casita builds for about $265 to $280 per finished foot and a garage conversion for about $120. That puts Glendale in the "Conversion territory" tier: one square foot of new casita, at the typical $272 build cost, comes out −$93 at a 75% appraiser credit and −$34 at full credit. A conversion clears at either credit.
The target areas page explains the tiers and the math page has the calculator. Rent is the other half: see rental math.
Owners and investors in Glendale
- Homeowners get a by-right unit for family, guests or long-term rent, with the same appraisal and lender rules as anywhere in the Valley.
- Investors can treat the casita as the piece that moves a house out of its neighborhood's price band at resale, as our two Maryvale sales show on the case studies, and as monthly income in the meantime. Glendale's rental rules above say whether both units can be let separately.
- Either way the lot decides: setbacks, utilities, sewer depth and easements. Request a property review and we confirm the current Glendale rules for your address.
